078-24 Public Restroom Renovations at JAN #16534

The Jackson Municipal Airport Authority ("JMAA") is seeking bids for construction and related services for the PUBLIC RESTROOM RENOVATIONS AT JAN project (the "Work") at Jackson- Medgar Wiley Evers International Airport.

This project is anticipated to receive a Passenger Facilities Charge (PFC) funding from the Federal Aviation Administration (FAA). The selected firm must be familiar with the process and required documentation associated with the FAA. This includes, but is not limited to, FAA grant assurances, FAA airport design standards, 14 Code of Federal Regulations (CFR) Part 77 airspace requirements, as well as familiarization with applicable FAA Orders, Advisory Circulars (AC), and Interim Guidance.

JMAA was allocated funding via Passenger Facility Charges (“PFC”) for the design upgrades, demolition, and construction of the JAN Terminal Building restrooms to enhance the customer experience. This project encompasses ten restrooms: four on the upper terminal level, and six on the lower-level baggage claim areas. The total square footage of these restrooms combined is 2,913 square feet. JMAA approved the set of design plans in June 2024.

The scope of work includes the following renovations:

1. Installation of high-efficiency plumbing fixtures and new countertops
2. Construction of high-durability wall, floor, and ceiling finishes
3. New light fixtures
4. New toilet partitions, mirrors, and toilet accessories

JMAA will hold a non-mandatory Pre-Bid Conference on Monday, September 9, 2024, at 10:00 a.m. (CST) in the Community Room, Third Floor of the Main Terminal Building at JAN.

The Pre-Bid Conference may also be attended virtually. A site visit tour will follow the Pre-Bid Conference.

Sealed bids to perform the Work will be accepted by JMAA until 4:00 p.m. Central Standard Time (CST) on Monday, September 30, 2024 (the "Bid Deadline"). Bids shall be accepted electronically, by mail, or by hand delivery as follows:

JMAA will publicly open and read all bids on Monday, September 30, 2024, at 4:30 p.m. (CST) (the "Bid Opening"), in the Staff Conference Room, Third Floor of the Main Terminal Building at JAN. JMAA invites Bidders and their authorized representatives to be present at the Bid Opening.

Award of contract will be based on the lowest bid submitted from those bidders that are confirmed as being responsive and responsible. Only those Bids timely received, in proper form and meeting all qualifications will be considered. Upon receipt, each Proposal will be reviewed for conformance to the RFB instructions regarding organization, format, and required content. Proposals that are missing information such that a full evaluation cannot occur will be deemed nonresponsive and ineligible for further consideration
